A regulator’s question lands on a single interaction. “Show me what happened when this user sent that prompt at this time.” Observability metrics cannot answer that question. The signed record can.

When to pick which
Pick Fiddler alone if your problem is ML lifecycle: drift, bias, performance regressions, explainability for tabular models. The buyer is the ML platform team.
Pick Raidu alone if your problem is governance evidence: prove the policy ran on this specific interaction; redact PII before it leaves; produce a tamper evident audit trail. The buyer is the CISO, CCO, or auditor.
Pick both if you operate AI in production at scale and need both ML quality monitoring and regulator readable evidence. They cover different obligations.
The structural difference
Observability optimizes for “what changed in the model’s behavior” over a window of time. Accountability optimizes for “what did the organization do about this interaction” at a single point in time. They are not the same axis. Confusing them produces governance programs that pass internal reviews and fail regulator inspections.
